RICHARD P. NOVER BIOGRAPHICAL SKETCH

Richard NoverRick’s practice concentration is in general litigation, corporate law, governmental services, medical malpractice defense, commercial and residential real estate, health care regulation and contract law.

He represents long-term care facilities, hospitals, home health agencies and individual healthcare providers before State and Federal healthcare regulatory agencies with respect to rate reimbursement and regulatory compliance.

Prior to joining Coleman Stevenson, LLP, Mr. Nover was a Commercial Underwriter and Closer for LandAmerica/Lawyers Title Insurance Corporation. He was directly involved with complex commercial, industrial and multi-site transactions. He would evaluate legal issues and provide underwriting guidelines and present solutions.

Mr. Nover also served as legal counsel for the Indiana Family and Social Services Administration, Office of Medicaid Policy and Planning. He focused on providing legal advice and representation relating to Medicaid reimbursement, regulatory compliance, audit functions, changes of ownership, termination of provider agreements, and surveillance and utilization reviews. Mr. Nover is experienced in negotiating recoupments related to audit findings and rate reimbursement issues.

Mr. Nover was counsel for the Indiana State Department of Health where he advised and represented the agency in administrative hearings for the Division of Long-Term Care. Finally, Mr. Nover was the Environmental Counsel for The Health and Hospital Corporation of Marion County, Public Health Division. He directed proceedings of all civil litigation as well as co-authoring ordinances establishing an Ordinance Violation Bureau and an administration adjudication procedure to improve departments, policies, and systems.
